What should I check next?

Re-run the failing job with runner debug logging enabled. Most Actions failures that survive a green status are the workflow, not the platform.
Check whether you are rate limited: request https://api.github.com/rate_limit with the same token the failing call uses.
Confirm the token scopes and the organization SSO authorization. A revoked grant returns 403, which is not an outage.
For git itself, test the transport directly with ssh -T git@github.com or an HTTPS clone of a public repository.
